This will be performed in Corvalis, Oregon. The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) due to the research group at OSU has an established research-grade measurement program at this OSU research site where GML requires measurements. This OSU measurement site is complementary to the North American component of the GML Global Greenhouse Gas Reference Network. For measurements to be used successfully in NOAA's CarbonTracker, they must undergo rigorous quality control and calibration procedures in compliance with the World Meteorological Organization's (WMO) international standards and protocols for greenhouse gas measurements: http://www.wmo.int/pages/prog/arep/gaw/documents/Final GAW 213 web.pdt). Few institutions are capable of meeting these WMO standards, typically only specialized government research and academic laboratories. These measurements from OSU meet the stringent GML requirements. These are the only such measurement time series in the region of interest, and the site is operated by OSU. The research group of OSU is the only source which can deliver these measurements to WMO to standards in the past, and there is an established successful scientific collaboration between GML scientists and this OSU research group (e.g. Andrews, et al., North American CO2 flux, inflow, and uncertainties estimated using atmospheric measurements from the North American Carbon Program.
