SPECIAL NOTICE 145034-24-0105SRG

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), The Oregon State University (OSU) out of Corvalis, Oregon for ongoing nonpersonal requirement is to provide time series of calibrated measurements of carbon dioxide, carbon monoxide, and water vapor using cavity ring-down spectroscopy technology, and associated meteorological measurements at the Marys Peak, Oregon research site. This will be performed in Corvalis, Oregon.

The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) due to the research group at OSU has an established research-grade measurement program at this OSU research site where GML requires measurements. This OSU measurement site is complementary to the North American component of the GML Global Greenhouse Gas Reference Network.

For measurements to be used successfully in NOAA's CarbonTracker, they must undergo rigorous quality control and calibration procedures in compliance with the World Meteorological Organization's (WMO) international standards and protocols for greenhouse gas measurements: http://www.wmo.int/pages/prog/arep/gaw/documents/Final GAW 213 web.pdt). Few institutions are capable of meeting these WMO standards, typically only specialized government research and academic laboratories.

These measurements from OSU meet the stringent GML requirements. These are the only such measurement time series in the region of interest, and the site is operated by OSU.

The research group of OSU is the only source which can deliver these measurements to WMO to standards in the past, and there is an established successful scientific collaboration between GML scientists and this OSU research group (e.g. Andrews, et al., North American CO2 flux, inflow, and uncertainties estimated using atmospheric measurements from the North American Carbon Program. NOAA Global Monitoring Laboratory Annual Conference. May 18-20, 2015. Boulder, CO.).

Additionally, there is an a Agreement between the OSU with Oregon’s nine tribes which only OSU holds on Marys Peak. Period of performance from the date of award through 6/30/2025.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
