## Description

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with M&C TechGroup North America, Inc. of Ventura, CA for the purchase of thermoelectric gas coolers with heat exchangers, filters, liquid alarm sensors and, peristaltic pumps.

The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Global Monitoring Laboratory (GML) project requires a thermoelectric gas cooler with heat exchangers and only M&C can manufacture these items and they do not have any US resellers. The tall tower network that was developed within the GML Atmospheric Measurement Network will not function using other devices or components.

The M&C coolers are integrated into existing systems across our tall-tower network and consistency must be retained for accurate sampling records. We frequently swap cooler and cooler parts from the lab and field sites. Our repair stock of parts for this item are specific to the M&C coolers and cannot be reconfigured. Delivery is due by 8/31/2024 to Boulder, CO.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
