THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE (AGO), WESTERN ACQUISITION DIVISION-BOULDER (WAD), Great Lakes Environmental Research Laboratory (GLERL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH Gold Standard Diagnostics Horsham, Inc. LOCATED IN Horsham, Pennsylvania FOR ELISA kits TO BE DELIVERED TO Ann Arbor, MI.

THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT Gold Standard Diagnostics Horsham, Inc. IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THESE ELISA Kits. Since we began the Harmful Algal Bloom monitoring program in 2009, we have been using Abraxis kits. In order to ensure standardization of data across many different sampling programs, identical kits must be used.

The US EPA as well as multiple water treatment plants around the Lake Erie basin also use Abraxis kits to monitor their waters for microcystins. In order to maintain long-term data integrity it is critical that we use the same kits year after year. This product meets all specifications. The kit is in a 96 well format and targets the ADDA moiety of the microcystin molecule. It's detection limit is 0.1ppb and has a standard range of 0-5ppb.

Changes kits would compromise data and analysis of harmful cyanobacteria toxicity levels within the Great Lakes region and would also weaken our role as research leader in Lake Erie, as our data would no longer be comparable to other research entities within the region. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
