## Description

**NOTICE ID:** 145022-24-0005 The National Oceanic and Atmospheric Administration’s (NOAA) Air Resources Laboratory (ARL), Atmospheric Turbulence and Diffusion Division (ATDD), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Williwaw Weather and Climate Services located in Fritz Creek, Alaska for non-personal support services to be performed at various locations for the US Climate Reference Network in Alaska.

The sole source determination is based on NOAA’s requirement that Williwaw Weather and Climate Services is the only vendor that can perform these services at various locations for the US Climate Reference Network in Alaska. The US Climate Reference Network (USCRN) program currently has 22 stations installed in Alaska. The maintenance of stations in Alaska presents some unique issues in comparison to the lower 48 states.

Many of the sites are powered remotely using a combination of solar, wind, and methanol fuel cells. There are also several stations that have a dual configuration with many components having redundant sensors. Tasks to be performed are non-personal support services by providing on-site support for the installation and maintenance (scheduled and unscheduled) of USCRN stations in Alaska. All travel costs will be reimbursed according to Federal Government Travel Regulations including lodging and per diem costs. All travel should be pre-approved by the CO (Contracting Officer) or COR (Contracting Officer Representative) prior to departure date.

**Period of Performance:** June 1, 2024 to May 31, 2025 with one option year subject to availability of funding and programmatic requirements. A purchase order will be issued in accordance with the simplified acquisition procedures authorized in FAR Part 13. This action is a total small business set aside. The associated FSC for this is R427, and the associated NAICS Code is 541690. This notice of intent is not a request for competitive proposals and no solicitation package is available.

However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
