## Description

OILY WASTE OFFLOAD - October 25th, 2025 USCGC Polar Star is soliciting for the offload and disposal of 8,000 gallons of sludge and waste oil from 02 voids. Vendor to offload via truck or barge using a 550-foot-long hose with 2.5-inch camlock fittings (female connection available, with adapters to accommodate other sizes if necessary). Ship will need to be boomed off for the duration of the offload, with a minimum boom length of 550 feet.

Offloading of oil is at USCG Base Seattle, Pier 46F, Seattle, WA 98134, on November 7th, 2025, from 0700 to 1700. If 8,000 gallons cannot fit in one truck, the contractor is requested to provide at least two trucks to avoid delays caused by waiting for a single truck to return. Alternate dates may be proposed if October 24th is unavailable.

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Bona Fide Need Rule (31 USC 1502) applies: The balance of an appropriation or fund limited for obligation to a definite period is available only for payment of expenses properly incurred during the period of availability, or to complete contracts properly made within that period of availability and obligated consistent with section 1501 of this title.
