## Description

This notice is not a request for quote, proposal, or an invitation for bid. The intent of this synopsis is to provide notice of a proposed contract action.

PlanetScope Imagery This is a notice of intent to issue a sole source contract to Planet Labs Federal, Inc. located at 1333 H Street NW, Suite 300W, Washington, DC 20005. The National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB) plays a vital role in providing crucial information and analysis for disaster mitigation and warning services.

The branch serves as the operational focal point for near real-time imagery products and multidisciplinary environmental analyses within NESDIS. Specifically, the Marine Pollution Desk within SAB monitors U.S. coastal waters for marine pollution events such as accidental or intentional crude oil discharges and marine debris. SAB requires high resolution multispectral and Synthetic Aperture Radar (SAR) satellite imagery for these monitoring purposes.

The objective of this effort to create a resource through which SAB is able to obtain unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery for marine pollution response through remote sensing capabilities. The imagery shall be sub-4-meter resolution at near nadir and shall be used for the production of Marine Pollution Surveillance Reports (MPSR) providing first responder’s information detailing the location and extent of oil or marine debris in US coastal waters.

A sole source justification was prepared in accordance with FAR Subpart 13.501. The statutory permitting this sole source acquisition is 41 U.S.C. 1901, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).

This notice is not a request for competitive quotes or proposals; however, any vendor that believes it can fully meet the Government’s Requirements may submit written documentation affirmatively demonstrating its ability to meet the Government’s Requirements to the Contracting Officer and Contract Specialist, listed below, within ten (10) calendar days of the notice’s posted date.

Vendor documentation submitted in response to this notice will be considered only to determine whether to proceed with the intended sole source acquisition. A determination by the Government not to conduct a competitive acquisition based on potential submissions to this notice is solely within the discretion of the Government. Any documentation submitted in response to this notice is strictly voluntary.

**Therefore, the Government:** 1) will not pay for any documentation submitted in response to this notice; and 2) will not award a contract solely based on documentation submitted in response to this notice.
