## Description

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for AGI STK system licenses and support. NOAA intends to award a one year purchase order to Ansys Government Initiatives, Inc. (AGI) on a sole source basis. AGI STK software is proprietary to Ansys Government Initiatives, Inc. (AGI) and there are no authorized distributors or resellers of the software.

NOAA intends to issue a written Request for Quotation with the anticipated award date being no later than August 1, 2024. AGI software is currently embedded within several NOAA Operational Ground Systems, and developed mission unique code is currently sustained by the GOES-R and JPSS Programs.

Transitioning from an AGI software baseline would require significant investment by the Government across several Program Offices to facilitate and result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. While it may be technically feasible to eventually utilize a different software to replace AGI software products, NOAA has not initiated studies to isolate the required technical changes or timeframe required to perform such a migration.

Therefore, NOAA is pursuing renewal of the AGI STK licenses to assist in maintaining critical NOAA Observational Requirements for FY24. Please see the attached Statement of Need for more details. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. This is for procurement of commercial services in accordance with Simplified Acquisition Procedures.

The North American Industry Classification Code (NAICS) for this acquisition is 513210 Software Publishers with a business size standard of $47 million. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
