The statutory authority for other than full and open competition is FAR 13.501(a). This procurement is being conducted under contracting by under FAR) 13.501(a). The North American Industry Classification System (NAICS) code for this item is 336612 with a business size standard of 1,000. NOAA Fisheries, Pacific Islands Fisheries Science Center (PIFSC) has a requirement for a highly specialized fully equipped 19ft SAFE Boat Center Console boat and its appropriately fitted aluminum boat trailer manufactured by SAFE Boats International. The exact hull design, capacity, and configuration is designed to include specialized support equipment (e.g. seagoing shipboard boat cradles & common, local and containerized spare parts), hoisting capacities, and scientific operations have been based on this exact hull design (shape, size, weight), vessel capacity, and configuration for the last two decades. SBI vessels have proven performance, durability and safety measure records for PIFSC. Specialized SBI vessel features are required because of the varying and difficult environmental factors encountered in the Pacific Region. PIFSC requires a proven all-weather patrol vessel, which will withstand the rigorous long distance and transverse waves among island channels. The vessel must also be able to successfully operate in the Pacific marine national monuments and sanctuaries. The boat will provide a required seamless addition to an already existing PID vessel of the same make and model. The additional boat is needed to support a broad range of PIFSC scientific activities, including but not limited to oceanographic instrument deployments/recoveries, dive operations, bottomfish surveys, marine mammal surveys, and multiple levels of small boat operator certification training. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Thursday, August 1, 2020 by 2:00 p.m. Pacific Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: Amanda.Rossiter@noaa.gov. The government intends to negotiate a firm-fixed price contract with SAFE Boats International for the purchase of this specific boat. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.","origin":"extract"},"notice_type":{"code":"s","label":"Special Notice"},"schema_version":1,"solicitation_number":"143071-24-0043","place_of_performance":{"zip":"96818","city":{"name":"Honolulu"},"state":{"code":"HI"},"country":{"code":"USA"}},"product_service_code":"1990"}],"due_at":"2024-08-01T18:00:00Z","due_date":"2024-08-01","closes_at":"2024-08-01T18:00:00Z","awardable":false,"dept_key":"d-013","dept_name":"COMMERCE, DEPARTMENT OF","sub_key":"s-1330","sub_name":"NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION","office_key":"o-1305M3","office_name":"DEPT OF COMMERCE NOAA","state":"HI","county":"15003","county_name":"Honolulu County","city":"1571550","city_name":"Urban Honolulu","country":"USA","winner_key":null,"amount":null,"linked_awards":0,"cancelled":false,"archived":false,"updated_at":"2026-09-16T21:18:12.857524Z","principal_notice_id":"7e04ed68958e43c4888f53b98b9db18d","description":{"text":"The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, intends to negotiate on a sole source basis with SAFE Boats International, using the procedures in FAR Part 12 and13.5, to provide a 19ft SAFE Boat Center Console boat due to the unique and highly specialized nature of the services only one source is capable of providing the supplies required at the level of quality required for the entire scope of work.
