This contract is expected to have a period of performance of one (1) base year and four (4) option years, with a total period of performance of 2026 - 2031. The purpose of this service is to generate data for a backlog of samples at NOAA’s Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) in order to achieve current science and management objectives identified under the NMFS protected species Sock Assessment Improvement Plan (SAIP). No set aside is to be used for this sole source requirement. The associated NAICS code is 541380. This presolicitation notice is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
