SPECIAL NOTICE 143051240105

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Seattle, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with National Marine Fisheries Service (NMFS) and Southwest Fisheries Science Center (SWFSC), Marine Mammal and Sea Turtle Division (MMTD) of La Jolla, CA for nonpersonal services for whole genome resequencing of leatherback DNA.

The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Service (NMFS), requirement for a minimum data quality guarantee (30G data per sample, Q30 ?85%). Only Novogene Corporatino, Inc. runs the Falcon automated workflow software system allowing fast turnaround time and higher data quality guarantee, ensuring they are able to meet the data quality requirement.

Novogene provides genome sequencing data in this contract using a fully customized automation workflow; allowing samples to be processed in a timely manner while still maintaining consistency and reproducibility in data sets. Novogene is the only company to have developed an automated pipeline of the selected options of sample prep and sequencing technologies to be able to guarantee the minimum data quality standards in the required turn-around time for the scale of the requirement.

The federal government does not have the ability to run the genome sequences . The Period of performance will be 09/25/2024 through 09/24/2025for the Base Year and one Option Year from 09/25/2025 through 09/24/2026.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
