## Description

This notice of intent is NOT a request for competitive proposals and the Government does not intend to post a competitive solicitation for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and Northwest Fisheries Science Center (NWFSC), Environmental Fisheries and Sciences Division (EFS) requires a research platform to investigate the impacts of the vehicle tire additive, 6PPD-quinone (6PPD-q), on juvenile steelhead salmon.

This research is intended to establish thresholds for sublethal cardiorespiratory toxicity, to guide the management and recovery of threatened and endangered steelhead populations throughout the western U.S. The requested service will directly support NOAA-F’s mission in the protected resources, healthy habitat, and restoration focus areas.

This includes science to support ongoing management in the context of the Endangered Species Act (ESA), the Clean Water Act, the Magnuson-Stevens Fishery Conservation and Management Act, and similar federal mandates. In the specific context of west coast salmonid recovery, the proposed work will directly support the species conservation, habitat restoration, and regulatory compliance management spheres for the West Coast Region. The Government intends to award on a sole source basis in accordance with FAR 13.106-1(b)(1) to:
