## Description

NOTICE OF INTENT TO AWARD SINGLE/SOLE SOURCE The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office intends to award a single source, firm fixed price purchased order as authorized by FAR 13.106-1(b)(1) to Gulf of Maine Lobster Foundation to provide technician services to assist with installing the science equipment on fishing boats for the Northeast Cooperative Research Branch, and ensuring that data are collected and transmitted properly.

The Gulf of Maine Lobster Foundation has been instrumental in co-developing the Deck Data Hub software that powers this unique system and piloting numerous hardware configurations of the “Deckbox” – a microcomputer with a touchscreen display and remote communication capabilities.

The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a solicitation will not be issued.

Sources interested in responding to this notice will be considered for future requirements, and shall submit a capability statement that includes technical capability and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “eMOLT Notice of Intent”.

To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time.

Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following POC: Jenna Taulman at jenna.taulman@noaa.gov A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed requirement is solely within the discretion of the government.
