## Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with BAE Systems Information and Electronic Systems Integration Inc., 10920 Technology Place, San Diego, CA 92127, for BAE Systems SOCET GXP and SOCET SET licenses, software support and maintenance for the National Geodetic Survey in Silver Spring, MD.

Sole Source Justification The National Oceanic Atmospheric Administration (NOAA) is congressionally mandated to survey the National Shoreline to ensure the safety and efficiency of U.S. private and commercial navigation, both in the air and on the seas.

The National Geodetic Survey (NGS) Remote Sensing Division requires licenses, software support, and maintenance for BAE Systems SOCET GXP and SOCET SET software which will provide support to the Aeronautical Survey Program mission and the congressionally-mandated Coastal Mapping Program missions.

BAE Systems SOCET GXP provides a unique set of photogrammetric mapping tools, that conforms with NGS’ specialized 3D mapping environment, allowing them to use a mix of film based or digital cameras, LIDAR, or multispectral sensors datasets. SOCET GXP allows real time 3D visualization of coastlines, and FAA obstructions and airspaces, allowing NGS to accurately assess, and map coastlines and obstructions in 3D.

SOCET GXP also provides rapid and accurate aero triangulation, and specific feature extraction tools needed to map coastlines. BAE Systems is the only software vendor of these licenses used to perform Quality Control and Process the Coastal Mapping data. If these licenses were not procured, NOAA would not be able to review the quality of the data to ensure its integrity and accuracy, and would not allow NGS to continue processing and distribution to others who have other contracts relying on the data.

This software and license are proprietary and no other company has the source code to provide this product, license, or maintenance services. Special Notice This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed licenses, software maintenance and support may submit substantiating documentation in writing within the open period of this notice.

A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. If no documentation is received, award will be made directly to Darrah Electric Co, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
