**Synopsis:** Notice of Intent to Award a Sole-Source Contract Announcement Number:

**141009-24-0085 Project Title:** Technical Support to maintain and improve nowCoast’s open source map server and map services The US Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), and the Office of Coast Survey (OCS) and the Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with GeoSolutions software, for NOAA’s precision marine navigation and nowCOAST projects.

The North American Industry Classification Code (NAICS) for this acquisition is 541360, Geophysical Surveying and Mapping Services, size $25.5 million.

Sole Source Justification GeoSolutions is the only company with the knowledge, expertise and experience to provide the highly specified technical assistant needed by the NOS nowCOAST Development Team as they apply, test, expand and troubleshot the use of open source geospatial products, such as GeoServer, and GeoWebCache, and assistance with geospatial data processing in the AWS Cloud Environment.

The development team for HURREVAC, a hurricane decision support tool for government emergency mangers, administered by FEMA, USACE, and NOAA/NWS National Hurricane Center, use Geoserver and runs on the AWS Cloud. HURREVAC was developed with the assistance of GeoSolutions and is also support operationally by GeoSolutions. If the service is not obtained from GeoSolutions, Inc., then the setup, testing, and implementation of nowCOAST on AWS will be delayed by at least 6 months.

Special Notice A simple search of companies indicated four companies (Planet Federal, GeoSolutions, Astun Technology, GeoCat) that provide professional services to support the implementation, development and maintenance of platforms based on open source geospatial products such as GeoServer.

Only GeoSolutions and Planet Federal have a presence in the U.S. However, GeoSolutions is the lead contributor to the GeoServer code repository (https://github.com/geoserver/geoserver/graphs/contributors) and also have proven expertise in raster management, coordinate transformations and referencing, advanced map rendering, web processing services, spatial database access, and vector data access.

GeoSolutions provides enterprise support services in the form of consulting, custom development, code-level programming, bug fixes, customized training, and other services for open source software (GIS) such as GeoServer, MapStore, and GeoNode.

GeoSolutions employees make up the highest concentration of code contributors responsible for the software and are the sole maintainers of the image processing libraries used by GeoServer, namely JAI-Ext and ImageIO-EXT, and other components relevant to code-level development required for extending raster attribute table capabilities and addressing raster image pixel shifting (referred to as the “white line issue”), or other anticipated development and/or technical support related to GeoServer as described in the statement of work.

Furthermore, there are no other companies offering the “Enterprise Support Services” packages inclusive of all services mentioned above and wit the specific expertise required to support software performance improvements as defined by the customer using the methods that GeoSolutions employs. This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.

However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit a Capability Statement which shall be considered by the agency if received on or before 11:00 AM EST on September 10, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
