The Government intends to award a firm-fixed-price contract to the vendor whose quotation represents the best value considering technical capability, energy efficiency/environmental characteristics, and price. All quotation requirements, instructions, terms, and conditions are contained in the Combined Synopsis/Solicitation (COMBO) and associated attachments. Vendors are responsible for reviewing the COMBO in its entirety.
