As provided under FAR 13.103-1(b)(1), this project will be solicited on a noncompetitive basis because there is only one responsible source capable satisfying the agency¿s requirement. The Bureau of Reclamation, Lower Colorado Basin Hoover Dam has a requirement for a commercial product; Fixed Turning Target Systems (FTTS). This entails the purchase and replacement of the Outdoor Range Target System for Hoover Dam Security Response Force (SRF). Reclamation intends to award, on a sole source basis, a single award Firm Fixed Price contract to Action Targets. Action Targets has a patent on the FTTS, therefore, is the sole source contractor that is able to provide this product to Hoover Dam. Since the original range was built and put in by Action Target to including conduit and electrical, the range has the necessary preexisting parts for this requirement. To replace it with a different system would require completely rebuilding the range. The NAICS for this action is 339920, Sporting and Athletic Goods Manufacturing, which has a small business size standard of 750 Employees. Award is anticipated in July 2024.
