The intent of this notice is to determine the availability of business to provide for the creation and publication of five online illustrated essays relating to the history and significance of historic Reclamation resources, located in Washington State, in fulfillment of stipulations from previously created agreement documents. The work will include research, the production of a draft and final version of the illustrated essay, and the publication of that final version of the essay on a publicly accessible website, for long-term availability. Potential offers having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. If your company is interested the draft performance work statement can be emailed to your company. The capability statement must include the following: 1) Company name and point of contact information. 2) UEI Number 3) Business size whether large or small. If small please provide socio-economic status such as (8(A), HUBZONE, SDVOSB, ETC.) Responses are due no later than 17:00 PM, PT, Thursday, November 14, 2024, and shall be electronically submitted to Terry Mest at tmest@usbr.gov. The Bureau of Reclamation, Pacific Northwest Regional Office intends to award a Purchase Order to History Link to conduct historic research and create five (5) Illustrated Essays which the History Link will publish on their free public website that focuses on Washington State history. History Link has the experience managing, maintaining, and promoting an online encyclopedia of Washington State history in a convenient location with free access to the general public. History Link already employs or contract with experienced historians who have made published significant amounts of academic and scholarly research on various topics pertaining to Washington State history. These online illustrated essays are relating to the history and significance of historic Reclamation resources, in fulfillment of stipulations from previously created agreement documents. Reclamation has determined History Link to be the only reasonably available source to successfully complete the required services. The Government anticipates awarding a single, firm-fixed price contract with a base year and up to two (2) option years, two essays each in the first and second year and one in the third year. The period of performance will depend on the actual award date, but the anticipated period of performance is: Base Year: March 1, 2025 - March 31, 2026 (Two Essays) Option Year 1: March 1, 2026 - March 31, 2027 (Two Essays) Option Year 2: March 1, 2027 - August 31, 2027 (One Essay Pricing shall be provided for all five (3) years. Under the authority of 52.217-8, Option to Extend Services, the Government may require continued performance up to six months after completion of the base and all option years. Reclamation believes that only one responsible source can fully provide the services that will satisfy the Agency's requirements. The Government anticipates award by March 2025. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may identify themselves and give written notification to the Contracting Officer no later than January 24, 2025. Responses to this notice can be emailed to the Contracting Officer at tmest@usbr.gov. All responses should include the vendor's Unique Entity Identification (UEI) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or an other than small business under North American Industry Classification System (NAICS) Code 519210. The applicable Small Business Size Standard is $21 million. The product service code is T013 - Photo/map/print/publication- Technical Writing. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government.
