NOTICE TYPE: Sources Sought / Industry Day Invite

SUBJECT: Bureau of Reclamation Safety of Dams, Conconully Dam Seismic Modifications, Industry Day Invite

1. DISCLAIMER: This is a Sources Sought Notice/Industry Day Invitation only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract. The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party. Any future solicitations will be announced under a different solicitation number. Solicitation number 140R1026R0004 will be rendered obsolete after September 30th, 2026.

2. PROJECT OVERVIEW: The Department of Interior, Bureau of Reclamation is conducting a Sources Sought Notice/Industry Day Invitation for the Conconully Dam Seismic Modification project.

3. SCOPE OF WORK: Critical components of work for the project are anticipated to include:
A. Coordinate power, fiber, and telecommunications to the site including temporary and permanent installations.
B. Clearing, grubbing, and stripping of the work area and borrow areas.
C. Abandoning and removing existing site instrumentation including piezometers, weirs, shear strips, and seismic installations.
D. Earthwork for construction preparation and embankment construction.
E. Deep soil mixing of foundation materials.
F. Preparation of outlet works tunnel for outlet works lining and extension.
G. Performing bypass pumping or providing siphon flows over the spillway to meet in channel flow requirements during non-irrigation season to allow outlet work construction.
H. Excavation of outlet works alignment and Salmon Creek Access Road on the left abutment including rock excavation, cleaning, and rock slope stabilization.
I. Construction of outlet works piping including grout encasement and concrete encasement, drainage system, backfill, and inspection well.
J. Construction of a new outlet works valve house structure including placement of piping, valves, miscellaneous metalwork, retaining structures, and backfill.
K. Rock excavation and channel construction from the new valve house to connection with the existing Salmon Creek channel.
L. Construction of the stability berm including:
1. Foundation and bedrock cleaning and preparation,
2. Furnishing and installing filter and gravel blanket and chimney drains,
3. Furnishing and installing perforated and non-perforated high-density polyethylene (HDPE) toe drainpipes, cleanouts, inspection wells, flow measurement weirs, and associated outfall structures.
4. Furnishing and installing the upper and lower Fiber Optic Sensing Cables.
5. Excavating, screening, and transporting borrow material for the embankment berm fill.
6. Furnishing and installing new embankment piezometers and embankment measurement points.
M. Installation and construction of relief wells, vaults, and associated piping.
N. Final grading and construction of new dam access roads, security gates, and site fencing.
O. Final grading and construction of the boat ramp within the Graveyard Flat borrow area.
P. Preparing all disturbed areas for future restoration through tracking with equipment to leave rough surfaces.

4. Acquisition Information:

-	Rough Order of Magnitude (ROM): The Government anticipates a ROM of $80,000,000 to $100,000,000.
-	Projected Solicitation Date: The Government target solicitation period is late Fiscal Year (FY) 2027 or early FY 2028.
-	Period of Performance (POP): Approximately 3 years

5. ACTION REQUIRED & SUBMISSION INSTRUCTIONS: Interested industry partners are requested to review the Attachment a. Industry Day Invitation to Industry Partners for action requirements and coordinating information.
