(ii) The National Park service is issuing this request for quote (RFQ) 140P6024Q0005, for the performance of multi year HVAC preventative maintenance, in accordance with the provided Scope of Work (SOW). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02. The FAC is available at https://www.acquisition.gov/FAR. (iv) This requirement has been set aside for Total Small Business Set Aside competition in accordance with FAR 52.219-6 - Notice of Set-Aside for, or Sole Source Award to, Total Small Business Set Aside Concerns Eligible Under the Total Small Business Set Aside, under NAICS Code 238220 ¿ Plumbing, Heating and Air-Conditioning Contractors with a small business size standard of $19.0M. (v) Line item: 10-FY24 MULTI YEAR HVAC Preventative Maintenance Service ¿ Quarterly Line item: 20- FY25 MULTI YEAR HVAC Preventative Maintenance Service ¿ Quarterly Line item: 30- FY26 MULTI YEAR HVAC Preventative Maintenance Service - Quarterly Line item: 40- FY27 MULTI YEAR HVAC Preventative Maintenance Service - Quarterly Line item: 50- FY28 MULTI YEAR HVAC Preventative Maintenance Service - Quarterly (vi) The acquisition is for the performance at Brown v. Board of Education National Historical Park (BRVB) Topeka, KS. The work will be accomplished through contract and will consist of the components discussed in the statement of work. Product and services offered to the Government under this purchase shall meet or exceed the following in accordance with the attached Scope of Work (SOW). (vii) Date(s) and place(s) of delivery and acceptance and FOB point: Period of Performance: 12 months, anticipated to begin on 2/28/2024, Base Year and 4 Option Years Location: Brown v. Board of Education National Historical Park (BRVB) Topeka, KS. (viii) The provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition (See ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) in the terms and conditions) Any questions pertaining to this solicitation must be sent via email to dorinda_clark@nps.gov on or before February 6, 2024, at 12:00 pm CDT. All questions will be answered in an Amendment to this solicitation and posted on or about February 8, 2024. (ix) 52.212-2, Evaluation-Commercial Products and Commercial Services -- Commercial, applies to this acquisition Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at Far 13.106-2 will be used. A firm-fixed price award will be made to the responsive offeror submitting the quote that provides the best value to the Government. In determining best value, the following factors will be considered: (1) Technical Capability (2) Past Performance and (3) Price.
