This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4524R0013, posted under the title: Gateway National Recreation Area, Reline Storm Sewer at Floyd Bennett Field, Jamaica Bay Unit, Brooklyn, NY will be issued electronically on the System for Award Management (www.sam.gov) website on or about May 10, 2024. The Department of the Interior, The National Park Service NY MABO intends to issue a Request for Proposal (RFP) for a construction solicitation consisting of re-lining an approximately 500-foot-long section of storm sewer between DSR 305 and DSR 10015. The existing pipe in this section is 24-inch-diameter vitrified clay. In addition, there will be contract options to remove debris from the pipe and to repair a section of storm sewer pipe at the Dead Horse Bay outfall. The entire solicitation package, with all attached documents, will be available in Microsoft Word, Excel, HTML or Adobe PDF formats through sam.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately nine months. In accordance with FAR 36.204 the magnitude of this contract is between $500,000.00 - $1,000,000. Award will be made to offeror providing the best value to the government. The resulting contract will be firm fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing water and sewer line repairs, installation, and construction. This solicitation is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203-Full and Open Competition after Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% Small Business under NAICS code 237110 Water and Sewer Line Construction (size standard $45M).
