The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available due to the nature of the requirement and the proprietary owned cable and no other sources will be able to satisfy agency requirements. The applicable North American Industry Classification System (NAICS) for this requirement is 517111 - All Other Miscellaneous Electrical Equipment and Component Manufacturing- with a size standard of 1,500 employees. This procurement is being conducted using Simplified Acquisition Procedures soliciting from a single source authorized by FAR 13.106-1(b)(1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement which will be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government to utilize competition will be based upon responses received as a result of this notice and is solely within the discretion of the Government.
