**Question:** In regards to the "Technical" requirements on page 4 - "Offerors must have a valid Colorado consulting archaeological permit. Offerors must also have a Colorado Office of Archaeology and Historic Preservation consulting permit prior to conducting work in the field office." Can this be subcontracted, and if so, will the subcontractor's credentials be considered technically acceptable?
