## Description

BLM-CO - Grouse and Big Game Response to Solar Farm Study - Cancelled. This procurement has been cancelled due to unanticipated issues with land access. BLM-CO was contemplating awarding a sole source award to WESTERN ECOSYSTEMS TECHNOLOGY,INC (H6KTLKKHRZU4) in response to an unsolicited proposal for a study to improve the understanding of the interaction of Sage Grouse and Big Game with a solar energy development project in Northwest Colorado.

Construction of this facility is scheduled to begin in April 2024 in conjunction with the LEK season, therefore timing is critical. The study will involve tracking wildlife with GPS tags, cameras and pellet surveys over a two-year period and recommendations for minimizing impacts.

**Period of Performance:**

**April 2024 - December 2025 Sole Source Authority:** Federal Acquisition Regulation (FAR) 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Proposed Contractor's Unique Qualification and Nature of the Action: WESTERN ECOSYSTEMS TECHNOLOGY,INC submitted an unsolicited proposal that received a favorable comprehensive evaluation in accordance with FAR 15.606-2.

The proposal demonstrates similar studies in Wyoming and an established partnership with Colorado Parks and Wildlife which will be integral to the success of this effort. Therefore, this research project may be considered available from only one source in accordance with 6.302(a)(2)(i). Determination of fair and reasonable cost: The contracting officer has determined that the anticipated price will be fair and reasonable and intends to conduct the cost and price analysis as appropriate.
