This is a Sole Source Notice in accordance with FAR 5.207(c)(15). The Bureau of Land Management (BLM)-California State Office (CASO) intends to purchase on a sole source basis the complete maintenance of multiple Catalyst Dispatch Consoles for a base period and four option periods. The consoles and Transportable GO Dispatch Units provide communications for Bureau of Land Management (BLM) field going employees to include Fire and Law Enforcement Officers operating within California. This service is necessary to ensure the safety and effectiveness of BLM CA field going employees involved in the protection of persons and property on the public lands and to comply with BLM policy. Catalyst Dispatch Consoles, and Catalyst Transportable GO Dispatch Units annual maintenance base plus four option years. Maintenance Services are to include seven day a week, 24x7 help desk support (minimum of 80 hours) with hours of support. Due to the proprietary nature of the Catalyst Consoles, maintenance and training must be done by Catalyst to for them to stand behind their existing warranty. If any other vendor services or touches their equipment the existing warranty will be voided. The purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1) and pursuant to FAR 6.301-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The awarded contract will be between 08/01/2024 through 09/30/2024. A firm fixed price contract is anticipated. The associated NAICS code for this requirement is 541511 Custom Computer Programming Services. This U.S. Industry comprises establishments primarily engaged in writing, modifying, testing, and supporting software to meet the needs of a particular customer. The attached Sole Source Justification and Performance Work Statement (PWS) has been made available for review. No solicitation documents exist currently. This item/services utilize North American Industry Classification System (NAICS) code 541511, size standard: $34 Million. This notice of intent is not a request for competitive quotes and is not a solicitation or request for offers. No solicitation package is available. A determinate by the government not to compete this proposed contract lies soles within the discretion of the Government.
