## Description

ShakeAlert Early Childhood Learning Resource Development project This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information. included in this notice. This announcement constitutes the only solicitation. The solicitation number is issued as a request for quotation (RFQ)140G0325Q0075. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 dated 01/17/2025.

**NAICS:** 541990 All Other Professional, Scientific, and Technical Services, with the associated size standard of $19.5 million apply to this announcement. This acquisition is set aside for small businesses. Any award resulting from this RFQ will be based on Tradeoff method. Each offeror must submit sufficient documentation for the USGS to evaluate in order to determine technical acceptability of their offer.

**Place of Performance:** Vendor's facility. Period of Performance are estimates only: May 01 2025 to April 30 2026. Offerors shall submit the following:

1. Signed SF 18 form filled in with firm information, person signing, and line-item prices 2. Technical submission (information regarding technical qualifications and experience sufficient for government to evaluate your qualifications to perform this work.

Examples are resumes, published works, etc.) 3. Listings of prior relevant and recent contracts and references including project description and contact information 4. Firm, fixed price quote for Base year and Option year 5. FAR 52.204-24 and 52.204-26 require check marks and signature 6. System for Award Management UEI Attached Pages: Statement of Work, 5 pages. 889 Certification Document, require check mark and signature, 2 pages.

Clauses and Provisions, 19 pages Questions may be submitted before 4/15/2025 1500 PST. Responses are due to the Contracting Officer's email address at yangzhideng@usgs.gov by 4/22/2025, 1500 PST. Quotations submitted by hardcopy shall not be accepted or considered.
