All responsible small business sources may submit a proposal, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is Best Value. Proposals will be evaluated based on Technical Capability, Price, and other factors considered. Award will be made to a responsible source pursuant to FAR subpart 9.1.
