## Description

The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) seeks a single qualified Contractor to design a study to better understand the experience of Indian Tribal Organizations (ITOs) and territories State agencies administering the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and how their experience compares to that of the geographic State agencies.¿ The Contractor shall conduct a largely qualitative study that shall include interviews and/or surveys with WIC State and local agency staff and site observations among the 32 ITOs and 5 U.S. territories that administer the program.

FNS will also seek input from the Regional Offices that support ITOs and territories to better understand how these WIC State agencies are operated and managed differently from geographic WIC State agencies
