In facilitating and data gathering, the contractor will consider DOI and OWPO’s mission and current initiatives related to this topic as well as broader topics include climate impacts, environmental monitoring, methane measurement and air quality sensors, and impacts on ecological and human health, and any effects to the economic conditions of the area. This notice is issued in accordance with FAR 5.201. AAAS is uniquely qualified to provide these services based on their unique qualifications: established working group of experts on the topic of orphaned and improperly abandoned wells with consideration and focus on DOI OWPO mission and objectives. This notice is to state the Government intention to sole source this requirement and to determine if any other source(s) exist; and therefore, no solicitation is available. Interested sources with the capability to provide the requirements referenced in this notice are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill the stated requirements. Responses to this notice must demonstrate clear and convincing evidence that all requirements can be fulfilled and that competition would be advantageous to the Government and would not be time or cost prohibitive. This Intent to Sole Source is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Respondents are responsible for adequately marking proprietary information in their response. Responses will not be returned.
