## Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Additive Monitoring Inc., dba Phase3D, located at 2415 W 19TH ST STE 2B-1, Chicago, IL 60608-3054, for the acquisition of a Fringe Projection system Software for use with an existing Phase-3D Fringe Projection instrument at NIST. The supplies will be utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.

NIST owns and operates a Phase-3D Fringe Projection instrument installed on an EOSINT M290 industrial additive manufacturing (AM) machine. NIST uses this instrument to conduct research on surface roughness and topography of metal surfaces during the AM fabrication process to detect potential flaws or defects within the printed part. The Phase-3D Fringe Projection system utilizes software to control the instrument, and process the collected image data into topographic data.

Additionally, this software is continually being updated with new calculation and analysis features by the vendor, which requires regular interaction with their technical support. Therefore, the software license and technical support are combined in per annum agreement. Therefore, NIST seeks to obtain a 4-year software license and technical support provided by Phase-3D for the Fringe Projection system that NIST currently owns.

Sole source determination due to Phase-3D is the only company that provides licenses and software support for hardware sold by Phase-3D. Based on the above, only Additive Monitoring Inc., dba Phase3D is capable of meeting the Government’s needs of this requirement.

The North American Industry Classification System (NAICS) code for this acquisition is 541715 - esearch and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) of 1000 employees or less.

A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 03/26/2025, 11:00 a.m., EST will be considered by the government. Responses shall be submitted via email to hnw6@nist.gov.
