NIST, via BKM, will provide a written and well-documented phasing plan to assist the construction contractor meet the current NIST requirement. The magnitude of the project is between $1,000,000 and $5,000,000. This requirement is being procured using contracting by negotiation under the authority of FAR Part 15. The associated North American Industrial Classification System (NAICS) code for this procurement is 236210. The small businesses size standard is $45.0 Mil. This requirement is a total (100%) small business set-aside. The basis of award for this requirement is Best Value "Trade-off". The Government reserves the right to make an award without discussions based solely upon initial proposals. Plans and specifications will not be provided in hard paper copy. All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.
