Sole source determination is based on the need for NIST to be a member of the Steering Committee 38 with INCITS. Such membership will allow NIST the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. The NIST Information Technology Laboratory (ITL) priorities include cybersecurity, Internet of Things (IoT), and artificial intelligence. The INCITS Standards Developing Organization (SDO) is developing specific standards in these and other areas that ITL staff are currently participating. New products and new approaches come online every day in the ICT marketplace. INCITS members work with developers and users before a product goes to market, so it is broadly accepted and highly interoperable. INCITS is the only source for the required type of membership. The membership must be purchased directly through INCITS. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
