## Description

**AMENDMENT 3:** The purpose of this Amendment is two-fold: 1) to extend the due date for quotes; and 2) to incorporate the correct version of the revised combined synopsis/solicitation (RFQ) document titled Attachment 2 - RFQ 1333ND24QNB030511 (Revised 8.27.24).

**Due Date:** The due date for quotation submission is being extended to 1:00pm EST on September 5, 2024. Revised combined synopsis/solicitation (RFQ) document: It was brought to the Government’s attention that the incorrect version of the Revised Combined Synopsis/Solicitation (RFQ) (Attachment 2) document was uploaded via Amendment 2. As such, we are incorporating the correct version of the document, which incorporates the revisions that were made via Amendment 2. All changes have been made in red font.

These changes included resoliciting the requirement as a Full and Open Competition and extending the due date. Revisions that were made to the document via Amendment 1 have also been left in red font for ease of reference. Please see revised Attachment 2 - RFQ 1333ND24QNB030511 (Revised 8.27.24) for full details. End of Amendment 3.

AMENDMENT 2- The purpose of this Amendment is two-fold: 1.) to dissolve the total small business set-aside and to resolicit the requirement as a full and open competition; and 2.) to extend the submission due date for quotations, to 9:00AM EST on September 3, 2024. Please see attached Combined Synopsis/Solicitation, Attachment 1- Statement of Work, and Attachment 2- Provisions and Clauses for full details. END OF AMENDMENT 2.

**Amendment 1:** The purpose of this Amendment is four-fold:

1) to extend the due date for quotes;

2) to provide Government responses to timely submitted vendor questions;

3) to incorporate a revised Statement of Work dated 8/8/24; and 4) to incorporate revised combined synopsis/solicitation document.

**Due Date:** The due date for quotation submission is being extended to 1:00pm EST on August 23, 2024. Vendor Questions and Government Responses: Below you will find a list of question sets submitted by vendors along with the Government’s responses.

**Question-set 1:** Cryostat support structure We request NIST provides: a sketch/drawing of the linear guide carriages with indicative dimensions Govt Response: The exact dimensions of the carriages will be decided after award in discussion with the vendor. confirmation of the anticipated acceleration / velocity of the guide carriage when moving the carriage Govt Response: The magnet will be moved manually at low speed, similar to a sliding door in a de-energized state, as such there is no exact acceleration/velocity. confirmation whether the magnet will be energised or de-energised during movement on the carriage Govt Response: The magnet will be de-energized during movement. what ferromagnetic materials are in close proximity to the magnet so we can ensure the magnet and magnet-support structure can withstand external forces Govt Response: The magnet will be in close proximity to an optical table with mounting hardware for optical components. confirmation the carriage will be securely locked in position after movement Govt Response: There will be end stops on the rails. Ideally one or more locking screws will be part of the support structure.

**Question-set 2:** Options to assist NIST assessment The SOW appears to indicate exceeding several requirements will be looked upon favourably. To avoid an excessive number of options being generated, please confirm: the core limiting constraints (e.g. external dimension, mass, time to ramp to operating field)

**Govt Response:** The government has specified minimum ramp rate and maximum external dimensions and all other limiting constraints. We do not specify the mass as it is not a critical component. the ideal RT bore required (is 165mm the correct interpretation?)

**Govt Response:** See revised Statement of Work. Room temperature bore of the magnet shall have a diameter equal to or exceeding 150 mm. Magnets with larger diameter room temperature bore will be given preference up to a bore size of 170 mm. the ideal magnetic field strength required (how much > 5T?)

**Govt Response:** See revised Statement of Work. Maximum for required and optional line item provided.

**Question-set 3:** Stray field Can NIST provide a sketch drawing to confirm the axial stray field requirements to be sure we have correctly interpreted the intent of requirements ii and iii?

**Govt Response:** See revised Statement of Work for provided diagram. Please can we have information about what material is at this 295 / 315 cm from the front face?

**Govt Response:** The actual materials are unknown. Space contains standard laboratory equipment. Please see Revised Attachments 1 and 2 for Combined Synopisis/Soliciitation (RFQ) and Statement of Work/ Requriements documents. End of Amendment 1.
