These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. The ceiling dollar amount for all orders under all ProTech 2.0 Domains, combined, is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. This Draft RFP is for the Weather 2.0 Domain. This requirement will be set aside 100% for Small Businesses under NAICS code 541330 (Engineering Services) - Exception 3 (Marine Engineering and Naval Architecture), which has a size standard of $47 million. The purpose of this Draft RFP is to socialize this requirement prior to the formal RFP, and collect feedback from industry and stakeholders through the Google Form linked below. The intention is to release all documents as drafts and to conduct the traditional question and answer (Q&A) session during the Draft RFP phase only. The Government does not intend to allow for an additional round of questions, after responses are provided during the Draft RFP phase, such as when the Final RFP is released. However, the Government reserves the right to conduct an additional round of Q&As if there are any substantial changes between the draft and final documents.
