The tasks include diagnostic testing for viral, bacterial, fungal, protozoal, and biotoxin, histological evaluations, routine processing, and laboratory services. No set aside is to be used for this sole source requirement. The associated NAICS code is 541940, Veterinary Services. The sole source determination is based on the University of Illinois being the only vendor NOAA is aware of providing cetacean Brucella specific ST typing assay, as well as an in situ hybridization assay for Brucella in marine mammals. The period of performance is anticipated to be for a 12-month base period and two (2) 12- month options pursuant to RFO 52.217-9. This presolicitation notice is not a request for competitive quotes and no RFQ package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 10 calendar days after publication of this presolicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
