## Description

This notice is to provide the Justification and Approval (J&A) for the award of a sole-source contract modification under the authority of 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Unacceptable delays in fulfilling the agency's requirements.

The approved action is a Cost-Plus-Fixed-Fee (CPFF) modification to existing contract N00244-26-C-S003 with Virtual Computing Technology, Inc. (Solana Beach, CA) to add two option periods totaling 8.5 months (a 4.5-month base and one 4-month option period).

This modification is required to extend the performance of critical departmental administrative and personnel support services for the Commander, Naval Air Forces (COMNAVAIRFOR) geographically located across multiple installations (CA, WA, OK, VA, MD, and FL). This extension is necessary to prevent an unacceptable break in these essential services, which would severely impact aircraft and fleet readiness, while the Government completes required corrective action and subsequent source-selection evaluations arising from a GAO protest.
