NAICS code: 238220 - Plumbing, Heating, and Air-Conditioning Contractors Contractors is assigned to solicitation under Small Business Set-Aside ($19 million). PSC code Z1FA. In order to be eligible for award of a federal contract, potential vendors, at time of award, need to have an active registration in the System for Award Management (SAM) at https://sam.gov/content/home. 3. Basis for Award – Best Value/Tradeoff: See Section M (last section of this document). The offerors will be evaluated on Price, Capability, and Past Performance.
