## Description

Based on the Evaluation Criteria, RJ Thomas Manufacturing Company is the only firm capable of providing the supplies without the USDA Forest Service experiencing substantial duplication of cost that could not be expected to be recovered through further competition and have unacceptable delays in fulfilling its requirements.

The Government has high confidence that RJ understands our requirement, proposes sound products, and will be successful in performing the contract requirements with little or no Government intervention. An informal analysis of prices and examination of the market indicates that the price is consistent with those prices available in the market. RJ has unique knowledge and special capabilities needed for this project.

The past performance record of RJ has been outstanding, they have vast experience providing these products, proposed products are extraordinarily qualified, and the offeror proposes a price that, had this requirement been further competed, would not be more advantageous. RJ Thomas Manufacturing Company is the most advantageous offer and provides the Best Value with consideration of Project needs and results in the lowest overall cost alternative to meet the needs of the Government. DETERMINATION based on FAR PART 13. Justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
