This Proposed Contract Action is published to notify potential sources that the Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to Hexagon US Federal, Inc for a digital surface model. **Description:** This project is to acquire a digital surface model for the state of California from the imagery collected as part of the 2024 USDA NAIP acquisition. The digital surface model is a derivative of remote sensing imagery that were already collected as part of a requisition by the USDA NAIP program. We are requesting that the vendor further process the imagery to create a digital surface model in California Albers NAD83, meters (EPSG:3310). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.101. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to SAM.gov: November 19, 2025.
