## Description

Combined Synopsis/Solicitation - TBRD Upper Steelhead Road Storage and Decommissioning This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The combined synopsis/solicitation number is 1240BF24Q0055 and is issue as a Request for Quotation (RFQ) to establish a Firm Fixed Price service contract to provide road storage and decommissioning for the Thorne Bay Ranger District (TBRD), Tongass National Forest (TNF). The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, effective 22 May 2024. This procurement is a Total Small Business Set-Aside.

In accordance with FAR clause 52.219-6, Notice of Total Small Business Set-Aside (which applies to this combined synopsis/solicitation), offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 238910, Site Preparation Contractors.

The NAICS Code was identified through a review of the U.S. Census Bureau’s website where Culvert or Bridge Removal and Road Decommissioning were listed as corresponding index categories. The small business size standard is $19.0 million.

**Description of Requirement:** The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide road storage and decommissioning at the Upper Steelhead Road located on Prince of Wales Island as described in the Performance Work Statement (Attachment 1) and Schedule of Items and Price Sheet (Attachment 5).

**Place of Performance:** The work shall be performed on Prince of Wales Island, Alaska.

**Period of Performance (POP):** The period of performance shall be from Date of Award until 30 November 2024.

**Amendment 00001:** Solicitation amended on 30 AUG 2024 to extend the submission of offers due date.
