This requirement is for the Miami Division. Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Officer David P. Yates by email. The email address is dpyates@fbi.gov. Specific characteristics of eL CAR WASH Florida limit the availability to a sole source are as follows: The Miami Division AOR is comprised of 286 miles from Ft. Pierce to Key West. After extensive research, there is only one company, eL CAR WASH Florida, who has a car wash facility in each of our office locations under one name and can found utilizing our FBI work cell phones and the approved navigation app Google Maps.. eL CAR WASH Florida has over thirty locations in South Florida, with an additional 20 locations being built in our AOR under one name. The requirement is for at least three Better Car Washes per car per month for $10.00 or less per vehicle month. FBI has established a rate of $10 or less per car per month as the approved amount each Field Office can use for car washes. eL CAR WASH meets the minimum require of the flexible of adding/removing cars from the list el CAR WASH is the only know vendor who utilizes on name for their car wash facilities and allows the FBI to utilize Google Maps to find the locations. Google Maps is the only approved navigation app for FBI cell phones. El CAR WASH is the only known vendor who can block additional car washes after 3 with car transponder. El CAR WASH also notices Miami when end users are trying to use the car wash more than 3 times a month. While also providing a full usage/non-usage report. Each car sticker/transponder shall allow 3 car washes per month and then be cut off after 3 until the next billing cycle/month. Only known car wash based on market research to have multiple locations that cover Ft. Pierce to Key West.
