The Contractor shall provide all plant, labor, equipment, materials, and transportation and performing all required work in accordance with the plans and specifications for the project. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $1,000,000 - $5,000,000. This pre-solicitation announcement includes a draft copy of the scope of work (SOW). Mandatory site visit will be required and attendance by the prime contractor will be an evaluation factor. USDA-ARS will issue a Firm Fixed Price (FFP) construction contract in accordance with FAR Part 15 Contract by Negotiation and FAR Part 36 Construction Contracts. USDA is anticipating this being 100% set-aside for total small business. The Request for Proposal (RFP), 1232SA25R0024, may be issued on or around July 21, 2025.
