## Description

This is a notice of intent is to issue a limited-source procurement in accordance with FAR 8.405-6(c) under the DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA). This requirement is for Cellebrite Inseyets Online Pro, and its associated training package. This procurement is restricted to Cellebrite contract holder and their authorized dealers as designated under their respective DoD ESI Blanket Purchase Agreement (BPA). The applicable NAICS Code is 513210 - Software Publishers.

The USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Carahsoft Technology Corporation, located at 11493 Sunset Hills Road, Suite 100, Reston, VA 20190. The USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award this requirement to either DoD ESI BPA contract holders or their authorized dealers listed under their respective Blanket Purchase Agreement (BPA): Carahsoft Technology Corp (BPA Contract Number N6600123A0049) This procurement approach aligns with DoD Enterprise Software Initiative (ESI) BPA policies, ensuring compliance with established acquisition guidelines and prioritization of BPA holders for streamlined contract execution.

Per DFARS 208.7402, departments and agencies are required to fulfill commercial software and related service requirements, including software maintenance, through the DoD Enterprise Software Initiative (ESI). Therefore, the DoD ESI BPA serves as the mandatory source for software and software maintenance agreements. The MCI-NCR RCO plans to award this requirement under the authority of with FAR 8.405-6(c), “limited sources justification.” This notice of intent is NOT a request for competitive quotes.

However, all responsible sources may submit a capability statement or quotation, which will be reviewed by the agency. Capability statements or quotes received on time will be considered. A determination by the Government not to compete the requirement based on responses to this notice remains solely at the Government's discretion. Any information received will primarily be used to decide whether a competitive procurement should be conducted. Responses must be emailed to Ana Manavi at anarosa.manavi@usmc.mil no later than 15 July 2025, 08:00 a.m. Eastern Time. Late responses will not be considered.
