## Description

This is a Notice of intent to Sole Source. The Enterprise Medical Support-Contracting Division (EMS-CD), Defense Health Contracting Agency (DHA), JBSA Fort Sam Houston, Texas, intends to award a contract to support the US Army Dental Information System Center (DISC), Direct Care Financial Management (DCFM) office on a sole source basis. The proposed contract will be a firm fixed price contract awarded to:

Apteryx, LLC 313 S High St STE 200 Akron, OH 44308-1524 The statutory authority for this sole source procurement is 41 U.S.C.1901, 13.501, Only one responsible source and no other supplies or services will satisfy agency requirements. Consideration will be limited to a single-source due to the product or feature essential to the Government’s requirements.

Market research supports that one contractor, Apteryx, LLC, can provide performance at the level of quality required because the supplies or services are unique or highly specialized. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals.

This is to inform the public of the Government’s intent to sole source. Interested offerors are requested to submit their capability package No Later Than (NLT) 15 SEP 2024, 3:00 PM Central Standard Time to the POCs listed at the end of this notice. The Government will provide an email confirmation of receipt of information. Offerors are advised that foreign participation is not permitted. The current contract supports the following:

Dental Integration Service Center (DISC) Corporate Dental System (CDS) is the computing environment that is comprised of the software and hardware resources that provide enterprise Information Technology (IT) in support of the DHA. The CDS allows dental providers to collect, process, present, and archive dental workload data, acquire digital images, and update readiness and patient scheduling data. DISC currently supports the Navy and Army dental mission at over 137 dental treatment facilities around the world.

Each day, the directorate receives approximately 8,000 digital dental radio graphs that are acquired by Army and Navy dental treatment facilities. DHA has added the U.S. Navy to this Apteryx purchase. The manufacture provides software updates and technical support as needed.
