Relocating to another facility could result in significant delays in shipping, storage and delivery of mission-critical supplies, compromising the agency’s operation Transition to a new provider could disrupt established processes, including the storage and transport of testing samples, preparation of international shipping documents and timely cross-border delivery of materials. By limiting competition under these circumstances, APHIS ensures continuity of operations, cost efficiency, and alignment with mission-critical requirements.
