## Description

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The United States Department of Agriculture (USDA), the Food and Nutrition Service (FNS) on behalf of the Retailer Operations and Compliance (ROC) intends to negotiate a single Indefinite Delivery, Indefinite Quantity (IDIQ) as a Firm-Fixed-price contract for a base period plus four 12-month option periods with LexisNexis Special Services Inc. The procurement will be processed pursuant to FAR 5.201 Solicitation, FAR Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures. The NAICS code is code 561450 - Credit Bureaus and the size standard is $41 Million. The scope of work for the requirement provides the following:

1.) A Web-based research service with continuous access that provides instant searchable access to public records. 2.) A data sharing process which is automated where a secure server is used to provide batch data requests within 5 days of initiation. 3.) A secure server solely maintained by the Contractor, creating a profile for FNS/ROC, along with supplying user identification and password for up to 150 users to access and retrieve data.

4.) Set-up and Training within 1-2 weeks with no additional cost to the Government. 5.) 24/7 Customer and Technical Support. ROC manages the retailer’s application and reauthorization process, and reviews, prioritizes and investigates all stores which appear to be violating SNAP retailer regulations. ROC is continuing to enhance Program Integrity by reducing the number of fraudulent retailers and increasing the awareness of zero tolerance toward fraud within the retailer communities.

The services will continue to provide data analytics to ROC and to Funds Management and Planning Division (FM) to identify delinquent SNAP participants and SNAP Retailer violations. Interested parties that believe they could satisfy the requirements listed above for USDA/FNS may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This is not a request for competitive proposals and a solicitation will not be issued.

A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses to this notice of intent must be submitted so that they are received at Carol.Evans@usda.gov no later than September 10, 2025, at 10:00 AM ET.
