Notice # 1159000 This is a special notice prepared in accordance with FAR 5.2 “Synopsis of Proposed Contract Actions”. There is no solicitation available at this time. Requests for a solicitation will receive no response. This proposed contract action is published to notify potential sources that the USDA Forest Service, USDA FS-INTERNATL INSTITUTE OF TROPICAL FORESTRY intends to award a sole source firm-fixed price contract to PALADIUS CORP (1FTX4).

The period of performance is from October 1, 2025, through November 30, 2026 Estimated Contract Value: $68,143 This project aligns with the priorities of the Forest Service Southern Research Station (SRS) by providing data on the health of aquatic species in the Piedmont region following varies land management practices.

Benthic macroinvertebrate sampling offers insights into watershed dynamics that benefit both SRS and our partners by advancing knowledge and refining what we know about the effects of clear cutting and silvopasture on watershed hydrology and water quality. This mutual interest serves the broader goal of maintaining biodiversity, improving water quality, and promoting climate-resilient forests.

The contractor will be required to provide the following technical services and support assistance to USDA FS-INTERNATL INSTITUTE OF TROPICAL FORESTRY. 1) The Minimum requirements: See SOW attached (6 pages) The statutory authority for this non-competitive acquisition is FAR 13.106-1 (b)(1)(i) - Soliciting from a single sole source for purchases not exceeding the simplified acquisition threshold. Interested persons may identify their interest and capability to respond to the requirement.

This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
