Responses must include clear and convincing evidence of the offeror's capability of fulfilling the requirements as specified. Responses must be submitted by email to Samantha Johnson at samantha.johnson3@usda.gov no later than September 20th at 4pm PT. Telephonic Inquiries will not be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
