Santa Fe, NM 87508. This procurement is being conducted under FAR Subpart 13.106-1(b)(1). This data is to become the property of the USDA Forest Service including the licensing required to access this data. All software developed under this Sole Source Contract shall be the property of the Forest Service, and computer hardware and licensed public software owned by the Forest Service shall only be used to accomplish the work performed under this contract. To solicit to another source would cause unacceptable disruption to the continuity of data which prevents the delay in data delivery. This data is required to conduct statistical and modeling analyses to finish elk nutrition and habitat use models to improve their management utility for application in the Blue Mountains of Oregon and Washington, in response to additional, major revisions needed based on management input over the past 5 years. These analyses require statistical expertise provided by Eagle Environmental, Inc., who has unique, Nationally renowned long-term modeling expertise and publications on this topic with the PNW Research Station, Starkey Team. Eagle Environmental, Inc. co-authorship on scientific publications is required as a necessary part of the analyses and modeling work outlined here. All work outlined under this contract is part of his co-authorship on manuscripts submitted for publication, as required by Forest Service policy and ethics of authorship. The anticipated award date is September 1, 2024. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $19,000,000.00.
