## Description

This is a Notice of Intent to Sole Source The USDA, Forest Service, intends to issue a firm fixed price, sole source purchase order to Carman Singh Singh Melendrez, UEI: C8Y9QLPGEBH6 in accordance with FAR13.106-1 (b) (1) (i). This notice is not a request for competitive quotations or proposals. A single source award is being requested for Carman Singh Melendrez because of this group’s familiarity with the Enchanted Circle Landscape.

The Carman Melendrez team is comprised of a small group of social and biophysical scientists with a deep understanding of the region’s cultural heritage and social challenges, as well as expert knowledge about northern New Mexico’s forests and wildfire risk. Another compelling feature of the Carman Melendrez team is its expertise in focus group facilitation.

As described in the Statement of Work, the focus group facilitator needs to be able to elicit deeply held opinions and views about Wildfire Crisis Strategy activities and trust levels held by local residents.

Carman Melendrez group would be able to bring on a facilitator who is familiar with both the region’s culture and people and facilitation methods that employ the Appreciative Inquiry approach, which is a cooperative method of qualitative data solicitation that builds on feedback received from the research participant. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Responses shall only be to Michael Walker electronically via email to:
