## Description

The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Zoetis, Parsippany, NJ for Flu DETECT Avian Influenza Virus Type A ANtigen Test Kits for use at the National Veterinary Services Laboratories (NVSL) located in Ames, IA. Flu Detect Avian kits will support the Wildlife Services National Veterinary Services Laboratories (NVSL) for the High Path Avian Influenza outbreak.

The Flu Detect Avian is a lateral flow rapid immune migration test. This is the only test of this kind that is made in the United States. This test is also the only test that is licensed and cleared through the Veterinary Services, Diagnostics and Biologics, Center for Veterinary Biologics. These services will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

The sole source determination is based on Zoetis having prior work experience with USDA APHIS and currently the only company that manufactures the Flu Detect Avian Test Kits. The anticipated total value of the purchase order is $999,963.92. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
